Planning, Zoning & Land Records Committee

Committee Members Present: Ashford, Gaalswyk, Lehman and Netzinger.

Committee Members Absent: Cassity

Others Present: Mark Steward, Brian Simmert, Mary White.

Vice-Chair Lehman called the meeting at order at 10:00 A.M. and certified compliance with the open meetings law.

Motion by Netzinger, seconded by Ashford to adopt the agenda. Motion carried, 4-0.

Motion by Gaalswyk, seconded by Ashford to approve the minutes of the October 27, 2009 Committee meeting. Motion carried, 4-0.

Public Comment: None

Communications: Gaalswyk reported that he had been asked about the Town of Spring Green using the PUD program. Simmert responded that the Town has elected not to use it.

Working Lands Initiative and RC35, the zoning district was discussed.

Steward reported that the department had received two requests for drainage board meeting minutes. He stated that the department was statutorily responsible to keep the minutes on file.

The Wise rezoning resolution was signed by the Committee.

Committee meeting minutes content was briefly discussed.

Mark Steward gave the Planning and Zoning monthly report. He stated a joint meeting with the Finance Committee was scheduled for December 8, 2009. This meeting was scheduled to go over the final numbers for the Baraboo Range Program, Wisconsin Fund monies and PDR money. The meeting will start at 8:00 A.M.

Comprehensive Plan Survey results were distributed and briefly reviewed.

Graphs showing the status of department accounts were reviewed. Department permit numbers were also discussed.

The Committee then reviewed a request by John Hickey for a farm consolidation. Simmert gave a short staff report. The Town of Reedsburg has approved the request. Conditional use permit standards were read and answered affirmative. Motion by Ashford, seconded by Gaalswyk to approve the conditional use permit by John Hickey. Motion carried, 4-0.

Sandy Acres, now called Sand Acres, was reviewed next. Simmert gave a history and background of the plat. A plat was necessary due to the number of other divisions. Town of Dellona has approved the plat or will be in the near future. Simmert stated that technically there was nothing wrong with the plat. The property will remain general agriculture. Motion by Gaalswyk, seconded by Netzinger to approve the plat of Sand Acres in the Town of Dellona. Motion carried, 4-0.

Simmert then appeared and distributed a work plan for Zoning and Land Division and Subdivision Regulations ordinances comprehensive rewrite. These are Chapter 7 and Chapter 22 of the Code of Ordinances. Deliverables and objectives were reviewed. Focus groups will be organized. The Planning, Zoning and Land Records Committee will be the oversite committee. He stated they were looking for technical people and they may need to be paid. The rewrite should be ready for implementation in 2012. Hiring an outside consultant was discussed. A legal review may be needed.

The next item for discussion was a Lowland Flood Hazard District for the Town of Spring Green. It was anticipated that the project would take approximately 200 hours. This could possibly be done with the assistance of an intern. Getting funding for the project was discussed.

A separate section to the ordinance would result. The Committee requested that this item be placed on the next Committee agenda.

Motion by Gaalswyk, seconded by Netzinger to adjourn. Motion carried, 4-0, 11:20.
