Law Enforcement Committee Minutes


 

DATE: July 14, 2009

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, July 14, 2009, at 9:30A.M., in room D102A Community Room, 1300 Lange Court , Baraboo , Wisconsin .

The meeting was properly posted and all interested parties were notified.

•  Call to Order and Certification of Open Meeting Law: The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:42 A.M.

•  Agenda: Motion by Montgomery , seconded by Tollaksen, to adopt the agenda. Motion carried.

•  Approve minutes or Previous Meeting(s): Motion by Tollaksen, seconded by Montgomery . Motion carried.

•  Sauk County Animal Shelter operations update: Justin Hueslemann appeared and advised the committee that they had 72 calls for service in June. He stated the shelter had 17 bites cases in June which is extremely high. The animal shelter is now able to take calls on injured wildlife.

The Animal Shelter will bring their 2010 budget in during the August Committee Meeting.

The Animal Shelter hopes to have a new director by next month to replace the interim director.

•  Review and approve June, 2009, expenses for Coroner and Sheriff:

Motion by Montgomery , seconded by Tollaksen, to approve payment of the Coroner's expenses for June 2009, in the amount of $4,814.91. Bills discussed. Motion carried.

Motion by Tollaksen, seconded by Halfen to approve payment of the Sheriff's Department expenses for June 2009, in the amount of $123,385.86. Bills discussed. Motion carried.

•  Consideration and approval of Resolution Accepting Donations and Authorizing Purchase of Police Dog.

Motion by Montgomery , seconded by Tollaksen. Motion carried.

•  Consideration and approval of Resolution Authorizing Purchase of 2009 Prisoner Transport van.

Motion by Tollaksen, seconded by Sinklair. Motion carried.

•  Consideration and approval of Resolution Authorizing Purchase of 2009 Detective Van.

Motion by Tollaksen, seconded by Montgomery . Motion carried.

•  Discussion and possible approval of Training Facility Architectural Bids.

Motion by Tollaksen, to reject bid from ADCI, seconded by Montgomery . Motion Carried

•  Discussion of patrol boat, boat trailer and motor and possible approval to solicit bids.

Sgt. Miller and Detective Guy Matthews appeared to offer different options with the various boats. Currently, an aluminum deck boat is no longer available as all deck boats have gone to fiberglass. Fiberglass deck boats are not feasibly for patrol and/or dive activities. Other agencies have starting going to a specific boat made for law Enforcement by Con manufacturing out of Iowa .

Motion by Montgomery to solicit bids, seconded by Halfen. Motion Carried.

Adjourn at 11:02 am to view demonstration of FATS machine. Tollaksen excused from remainder of the meeting. 11:43 am

•  Jail Report

Huber inmates have been helping with cleanup in the committee. The electronic monitoring report and the 2009 DOC Housing report were presented. Year to date housing revenue collected is $1,111,754,90.

•  Administrative Report

There were 148 transports in June 2009.

Juvenile transport and housing costs for the month of June were $17,296.26.

In June 2009, there was 1,545 hours overtime.

In June 2009, there was 120 hours of administrative overtime.

•  Field Services Report

Deputy Matt Burch was appointed to the K-9 handler position.

Communication calls for service handout

Art Park-June 13, 2009 received a call from some military officers that were on leave. The officers believed they found a 120 millimeter round shell which was picked up by the military and taken to the base. Cannon balls were also picked up by the military and taken to the base.

•  Attend a demonstration of the FATS machine in the training room of the Law Enforcement Facility . Adjourned at 11:02 a.m., reconvened at 11:43 A.M.
