Law Enforcement Committee Minutes


DATE: March 10, 2009

The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, March 10, 2009, at 9:30 A.M., in room D102A Community Room, 1300 Lange Court , Baraboo , Wisconsin .

The meeting was properly posted and all interested parties were notified.

1. Call To Order and Certification of Open Meeting Law : The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 9:30 A.M.

2. Agenda : Motion by Montgomery , seconded by Tollaksen, to adopt the agenda. Motion carried.

3 . Approve Minutes of Previous Meeting : Motion by Sinklair, seconded by Sprecher to adopt the minutes of the meeting held on February 10, 2009. Motion carried.

4. Communications : Copies of several communications were handed out to the committee members by Sheriff Randy Stammen. There were no questions on the items handed out.

5. Public Comment : Rob Sinklair spoke in reference to DOC Secretary Raemisch and his speech on Public Television reference the possibility of the earlier release program for State inmates.

Rob Sinklair stated he would like information on the accidents.

6. Appearances : There were no appearances.

7. Sauk County Animal Shelter Operations Update

Shelter Director Wendy Schneider passed out the Director's Report for February 2009. She reported that 51 dogs came in and 40 dogs went out, 48 cats came in and 71 cats went out. Wendy stated that due to overcrowding and the spread of illness that the Shelter had to close for several days to allow the animals to recuperate.

8. Review and Approve February, 2009, Bills for Coroner and Sheriff's Department :

Motion by Tollaksen, seconded by Montgomery , to approve payment of the Coroner's expenses for February 2009, in the amount of $2,620.69. Bills discussed. Motion carried.

Motion by Montgomery , seconded by Tollaksen, to approve payment of the Sheriff's Department expenses for February 2009, in the amount of $100,827.89. Bills discussed. Motion carried.

9. Consideration and approval of Resolution Commending Bonnie E. Manning for Over Twenty Eight Years of Faithful Service to the People of Sauk County.

Motion by Tollaksen, seconded by Stevens. Motion carried.

10. Jail Report : The electronic monitoring report and the 2009 DOC housing report were presented. The DOC report for February indicated a net revenue for February in the amount of $68,455.

11. Administrative Report :

The Sheriff informed the committee that a Public Safety Stimulus Grant was awarded to Sauk County in the amount of $22,077. These funds can be used in several different ways. Chief Deputy Meister will communication with the Public Safety Functional Group on which areas the funds should be used in.

There were 154 transports in February 2009.

Juvenile Transport and Housing costs for the month of February 2009 was $12,692.41

In February 2009, there were 42.5 hours of administrative overtime.

Randy Kelsey was hired as a Jailor and will begin employment on March 11, 2009

Two Triple I's were reported for the month of February 2009.

Sheriff Stammen advised the Committee that a side-letter of agreement was going to the Personnel Committee reference the current Uniform payout going to a voucher system.

Civil Process for February 2009. 329 Papers were sent in for service.

Citation handed out in regards to the SWAT team of the year recognition given to various departments including Sauk County Sheriff's Office.

12. Field Service Report :

The February dispatch reports were handed out.

13 . Adjourn To Date Specified: The next regular meeting of the committee was scheduled for April 14, 2009. Motion by Montgomery , seconded by Tollaksen, to adjourn the meeting. Motion carried.
