Call to Order and Certification of the Open Meeting Law: Carlson called the meeting to order and certified compliance with the open meeting law.

Adopt Agenda: Vandre moved to approve agenda, seconded by Stoeckmann, passed by unanimous vote.

Approval of October 29, 2009 Meeting Minutes. Vaillancourt moved to approve minutes, seconded by Moyer, passed by unanimous vote.

Aging and Disability Resource Center (ADRC) Update: Vandre introduced Jim Pritzkow, new lead ADRC worker. Jim discussed the services offered by the ADRC to the public for people over the age of 17 years and 9 months. He explained the primary function of the ADRC is to provide options counseling to individuals. Trish explained that during the first year of operations, the ADRC has completed the waiting list of 159 Sauk County residents. These individuals were previously waiting for services under the old COP/COP-Waiver waiting list. A new waiting list was started on July 1, 2008, and currently there are 94 individuals on this list, but this number changes daily. Sauk County will reach entitlement (no waiting list) on September 1, 2011.

Family Care Update: Hebel told the committee that Family Care has enrolled 93 new enrollees since September 1, 2008. The Sauk County Family Care Unit has employed 10 new staff: 8 RN care managers and 2 social work care managers during this time and is continuing to grow.

COP Program: Hebel told the committee that on September 1, 2008, $435,000 from the COP/Waiver programs was moved to the Family Care budget for elderly, physically disabled, and developmentally disabled adults. Funding for classic COP stayed with Sauk County Department of Human Services for children and adults who are seriously mentally ill. The current COP budget (100% stated funded) for Sauk County is $175,000 and serves the seriously mentally ill adults and children under the age of 18 with disabilities.

How will the COP rules change? Hebel informed the committee that the State is still working on these issues. The plan at this time will be for the Sauk County COP program to continue as it has.

LTSPC Membership and Role/Direction of the Committee for 2010: Hebel explained to the committee that the majority of the $175,000 of COP funding in Sauk is currently serving the seriously mentally ill adults and a few children. Children are on the waiting list, as well as seriously mentally ill adults. Due to this, Bridgitte Bodette, Children LTS Supervisor, and Eddie Scanlan, CSP Supervisor, will be overseeing the COP Program effective January 1, 2010. All other membership will remain the same at this time.

Vote for Chairperson and Vice Chairperson: Nomination for Chairperson was opened. Hill nominated Carlson for Chair, seconded by Stoeckmann; Vandre moved to nominate Carlson as chairperson, seconded by Charlotte Taylor, passed by unanimous vote. Nomination for Vice Chairperson was opened. Hill nominated Vaillancourt, seconded by Pieper; Vandre moved to nominate Vaillancourt, seconded by Theron Hill, passed by unanimous vote.
