•  Adopt Minutes of Previous Meeting of September 01, 2009: Moved (Fordham/Wenzel). Motion carried unanimously .

•  Communications:

Memorandum from Wisconsin Counties Association (WCA), regarding County Ambassador Program (CAP), (on file, along with A pplication/Intent To Serve form).

•  Steve Pate, Management Information Systems (MIS):

•  Monthly Report/Review and Approval of Vouchers in the amount of $74,491.96 (on file): Moved (Fordham/Wenzel), to receive the report and approve the list of bills in the amount of $74,491.96. Motion carried unanimously .

•  Discussion of copier program through Management Information Systems (MIS) Department: Annualize over 6 years; charge by usage; and ordering of supplies, toner, etc.

•  Consideration of Computer Donation requests: Two (2) requests: one from the Sauk County Human Services Department; and one from the Homeless Shelter in the City of Reedsburg . Supervisor Fordham confirmed requests follow policy. Moved (Wenzel/Stevens), to approve computer donation requests. Motion carried unanimously .

•  Consideration of a resolution opposing State layoffs of Department Of Commerce Private Onsite Wastewater Treatment System Program (POWTS) employees: Mark Steward, Planning & Zoning Director; Brian Cunningham, Planning & Zoning Department Zoning and Environmental Specialist, regarding impact on Sauk County. Discussion regarding utilizing lobbying agencies; State budget and plans; percentage of systems under State jurisdiction; fees; and new technology.

Moved (Endres/Wenzel), to approve and forward resolution to the Planning, Zoning and Land Records Committee for approval at their next meeting; and to the full County Board of Supervisors for approval at the October 20, 2009 Board meeting. Motion carried , with Supervisor Stevens dissenting.

•  Patricia A. Van Oosten, Lead Deputy County Clerk, (for Beverly J. Mielke, County Clerk ):

•  General tours: 1 - 4:00 p.m. .

•  Complete Count Committee future appointments.

•  Board Rules - Board members should contact the office of Alene Kleczek, Acting Corporation Counsel, with proposed changes to the Rules Of The Sauk County Board of Supervisors to be adopted at the April 20, 2010 Sauk County Board of Supervisors Organizational meeting for the April 20, 2010 - April 16, 2012 two year term of office.

•  Consideration of a Resolution Decreasing County Board and Committee Member Per Diem, Effective with the April, 20, 2010 Organization of the County Board. Moved (Fordham/Wenzel), to forward resolution to the full County Board for approval on October 20, 2009. Discussion regarding purpose of resolution. Motion carried , with Supervisors Endres and Stevens dissenting.

•  Updates:

•  County Comprehensive Planning Update regarding recently held open houses; and future of County Comprehensive Plan after adoption.

•  Drainage District: Supervisor Stevens, regarding Spring Green Drainage District, with outcome not yet known.

•  10: 24 a.m., moved (Wenzel/Stevens), to go into closed session pursuant to Wisconsin Statutes §19.85 (1) (c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the [governmental] body has jurisdiction or exercises responsibility. Performance appraisal for the Management Information Systems Director. Motion carried unanimously .

•  10:55 a.m. (Endres/Fordham) to reconvene in open session . Motion carried unanimously .

•  Next meeting date and agenda items:

•  Special meeting at 5:45 p.m., before the October 20, 2009 County Board of Supervisors meeting, to approve Complete Count Committee appointments.

•  Special meeting on October 22, 2009 to coincide with the Intergovernmental Meeting at 6:00 p.m., Sauk County West Square Building, Rm. B24

•  Regular meeting: Tuesday, November 02, 2009 at 8:00 a.m.
