Executive & Legislative Committee Minutes


DATE: Tuesday, February 3, 2009; 8:00 A.M.
Sauk County West Square Building, 505 Broadway, Room 213, Baraboo, WI

Members Present: Krueger, Stevens, Endres, and Fordham.
Members Absent: Wenzel
Others Present: K. Schauf, B. Mielke, A. Kleczek, S. Pate, A. DeLong, J. Sprecher, K. Foye, S. McClure, and news media representative.

Chair Krueger called the meeting to order at 8:00 A.M. and certified compliance with the Open Meeting Law.

Motion by Stevens, seconded by Endres to approve the amended, amended, amended agenda for today's meeting, as mailed. Chair Krueger noted Dr. Amy DeLong will be appearing to address the Committee at 9:00 A.M., rather than submitting a written communication. Motion carried.

Motion by Fordham, seconded by Stevens to approve the minutes of the January 6 (regular) and 20 (special), 2009 meetings, with the following correction: inclusion of Attorney David Lasker, via telephone conference call, under motion to go into closed session at the January 6th meeting. Motion carried.

Public Comment:
None

Communications:
A. Appearance by Dr. Amy DeLong:
Dr. DeLong, citizen member/medical advisor of the Sauk County Public Health Board, addressed the Committee and expressed concerns regarding Sauk County personnel policies, specifically relating to the recent termination of the Public Health Director. Discussion followed with the Administrative Coordinator noting progress is ongoing in an effort to improve County processes and promote healing.
B. Todd Liebman Letter:
Chairperson Krueger distributed copies of a letter he received from Todd J. Liebman, Corporation Counsel, indicating he has been extended on military duty through approximately January 13, 2010 and is expected to return to work on or about January 20, 2010.

Chair Krueger also distributed copies of the following:
Letter from Central Wisconsin Community Action Council, Inc. concerning assistance being offered to help owners repair their homes from damage caused by the flooding and storms that occurred during June/July 2008.
Letter from Wisconsin Department of Commerce and copy of the Community Development Block Grant Contract CDBG-EAP #08-06 for recovery efforts needed as a result of the flooding in June and July of 2008.

Sauk County's Participation in the NACo Prescription Drug Program:
K. Schauf, Administrative Coordinator, explained the use and implementation of this program; noting it can be used by the general public, not merely County employees. Motion by Fordham, seconded by Endres to support the NACo prescription drug program. Motion carried.

Consideration of Spring Green Drainage District and Possible Recommendation of Drainage Board Member:
A. Kleczek, Corporation Counsel, informed Committee members a request by the Spring Green Drainage District to disband has been accepted by the court and those interested in creating the district will begin anew the process to create another district and board.

Motion was made by Stevens, seconded by Fordham to allow the following individuals to address the Committee concerning this issue: Jeff Sprecher (Spring Green area farmer and landowner), Keith Foye (Wis. Dept. of Ag, Trade & Consumer Protection Engineer) and Seth McClure (drainage expert with the Wis. Dept. of Natural Resources). The foregoing explained plans for the drainage district and creation of a County Drainage District Board and further indicated having no objection to a County representative serving on the Drainage District Board. Motion by Endres, seconded by Fordham to recommend Supervisor Donald Stevens serve as a representative on the Sauk County Drainage District Board, including payment of per diem and mileage. Discussion followed and motion carried.

Authorizing the Upgrade of Desktop Application Software to the Microsoft Office Product:
S. Pate, MIS Coordinator, distributed and discussed copies of a resolution entitled, "Authorizing the Upgrade of Desktop Application Software to the Microsoft Office Product". Motion by Fordham, seconded by Endres to forward the resolution to the County Board for consideration at the February 18, 2009 meeting. Motion carried.

MIS Department:
S. Pate, MIS Coordinator, presented his monthly report and list of bills. Motion by Fordham, seconded by Stevens to receive the report and lists of bills in the amount of $15,617.97 ('08) and $13,506.57 ('09). Motion carried.

County Clerk:
B. Mielke, County Clerk, presented the monthly report (including 2008 SVRS/election revenue report and sale of dog licenses) and list of bills for the County Clerk's Department. Motion by Fordham, seconded by Endres to receive the report and list of bills in the amount of $13,361.66. Motion carried.

Corporation Counsel:
A. Kleczek, Corporation Counsel, presented the monthly report, annual report and list of bills for her department. Motion by Endres, seconded by Stevens to receive the reports and lists of bills in the amount of $631.55 ('08) and $632.64 ('09). Motion carried.

Administrative Coordinator:
K. Schauf, Administrative Coordinator, presented the monthly and annual reports and list of bills for her department. Motion by Stevens, seconded by Fordham to receive the reports and list of bills in the amount of $472.54. Motion carried.

County Board Chair:
Chair Krueger informed Committee members on the following: upcoming WCA Legislative Update event, mid-term assessment meeting of the County Board, budget priorities, tax issue with the Nature Conservancy group, WIRED initiative, economic stimulus plan, and the conduct of County Board meetings.

Consideration of a Procedure to Request Information from Department Heads:
Committee members discussed the merits of having a "point of contact" person to review requests for information from County department heads. Discussion followed and the Administrative Coordinator will develop a procedure to address this issue.

Consideration of Changes to be Recommended to the Personnel Committee Regarding Chapter 13:
Committee members confirmed their support for recommended changes to Chapter 13 of the Personnel Ordinance, specifically relating to the performance appraisal of the Administrative Coordinator. The proposed change is not intended to relocate the physical placement of the record; it will remain filed in the Personnel Department. Motion by Endres, seconded by Fordham to resubmit the recommended change to the Personnel Committee for their consideration. Motion carried and Chair Krueger indicated he plans to attend an upcoming meeting to present the request.

Discussion of What Should and Should Not be Included in the Official Record of Proceedings of the Board:
Discussion took place on items that are placed in the official record of Proceedings of the Sauk County Board of Supervisors. The County Clerk clarified the procedure currently in use by her department in dealing with correspondence received and included in the agenda and record. Motion by Stevens, seconded by Endres to adhere to the definition of "correspondence" as delineated in Roberts Rules of Order. Motion carried.

Consideration of Committee Oversight for Law Enforcement Training Center:
The idea of conducting a "site trip" to the current training center to better familiarize Board members with the condition of the facility was discussed; as well as naming an appropriate oversight committee for this project. Motion by Fordham, seconded by Endres to designate the Law Enforcement Committee as the oversight committee, with progress reports being given to both the Finance and Property and Resources Committees. Motion carried.

Updates:
A: VK Central Services Organizational Analysis:
The Administrative Coordinator indicated a departmental report is still on schedule to be presented at the February 18, 2009 County Board meeting.
B: County Comprehensive Planning - Results of the Planning Workshop:
This item was briefly discussed under previous report/s.

Motion by Endres, seconded by Stevens to adjourn and set the next, regular meeting date for the E&L Committee for Tuesday, March 3, 2009 at 8:00 A.M. Motion carried and the meeting adjourned at 12:30 P.M.
