The meeting was called to order and certification of Open Meeting compliance was given at 6:30 p .m. The agenda was approved on a motion by Dippel, second by Stevens, and a unanimous vote of the Committee.

Motion by Stevens, second by Gaalswyck to approve minutes from prior meeting on March 26, 2009. Motion carried .

Public Comment: None.

Communications:

•  2 copies of Spring Green water study from Jewel and Associates, River Valley Flood Control Investigation April 2009. One copy will be in Land Conservation, and one in Planning and Zoning for review.

•  Information from Kieth Kriewaldt on Town of Wayne installation of broadband.

•  WiscNet information on use of stimulus dollars for broadband expansion.

•  Information from Hilbert Communications.

Business Items:

Expansion of Fiber Optic infrastructure and broadband.

Presentation by representatives of Hilbert Communications. Extensive discussion on negotiations of past three years, plans for build-out, and partnership opportunities. Proposal was distributed and discussed. Plan is to develop for consideration by the Board of Supervisors in May. Motion by Stevens, second by Dippel, to move this proposition forward for consideration by Property and Resources; the Economic Development Committee; and Board of Supervisors. Motion carried.

Presentation by Sheryl Albers - Planet Turbine

Ms. Albers updated the committee on wind power in Sauk County and Planet Turbine.

Update on Merrimac Bridge Study .

A communication from Dave Bierman was distributed. Mr. Lucht will be available at a future meeting to discuss.

Discussion of Strategic Issues

•  Spreading broadband.

•  Securing continued rail access.

•  Renewable energy: setting an example and policies that encourage.

•  Rails to Trails
