Consideration of Supervisor Kriegl's request to resign from the Sauk County Library Board , term to expire April 19, 2010. Per Robert's Rules of Order: " Request is granted either by unanimous consent of the Board, or by a motion that is debatable and amendable. Once the request is granted, the vacancy is handled as any other vacancy." Request was granted by unanimous consent of Board. Chair Krueger noted request does not include South Central Library Systems Board as Supervisor Ashford is the Alternate Board member to attend meetings in the absence of Supervisor Kriegl.

PUBLIC HEALTH BOARD and LAW ENFORCEMENT & JUCICIARY : Resolution 141-09 Declaring A Public Health Emergency Due To The H1N1 Flu Outbreak. Moved (Stevens/Halfen). Supervisors Stevens, and Stoeckmann, and Cindy Bodendein, Sauk County Public Health Director/Health Officer, with overview regarding emergency classification allowing emergency funding, and reallocation of nurses and resources. Discussion regarding inclusion of public, parochial, and home based children, upcoming clinics, and statistics of reported cases of H1N1 Flu. Resolution 131-09 Purchase Of Highway Equipment For Sauk County. Moved (Meister/Volz). Supervisor Meister clarified purchase of highway equipment is an annual resolution brought to the Board for approval. Resolution 132-09 Request To Accept Proposal For Three (3) 41,000 GVW Patrol Trucks From Capital City International, Madison, Wisconsin. Moved (Hartje/Volz). Supervisors Hartje regarding saving approximately $24,000.00; Supervisor Volz regarding efficiency; and Supervisor Lehman confirming funding is in the 2010 Budget. Resolution 134-09 Authorizing Reimbursement For Attendance At The Wisconsin Land And Water Conservation Association Conference. Moved (Posewitz/Wiese). Supervisors Posewitz and Wiese with overview. Supervisor Lehman noted correction to fiscal note: Per Diem costs should be for two days; and mileage costs are not listed. Alene Kleczek, Acting Corporation Counsel, stated clarification in minutes of fiscal note corrections is sufficient as fiscal notes are not part of resolutions. Moved (Lehman/Tollaksen), to refer the resolution back to Committee to obtain total estimated costs for the fiscal note, and return to the November 10, 2009 County Board meeting. Discussion regarding revenue, ownership of land under the tower, and lease agreement with the Township of Delton.

Resolution 140-09 Authorizing Contract With Complete Controls, Inc., To Complete A Retro-Commissioning Project At The Law Enforcement Center And Feasibility Study For The West Square And Courthouse Facilities. Moved (Hartje/Stevens). Supervisors Hartje and Stevens with overview. Discussion regarding installation, energy efficiency, and funding for implementation. Tim Stieve, Emergency Management, Buildings & Safety Administrator; and Dick Mielke, Building Facilities Manager, regarding buildings automation system, controls on equipments, and capital outlay. Chair Krueger entertained a motion to certify the proposed 2010 Sauk County Budget for publication , and to set the time and date for a p ublic hearing on the proposed budget. This begins the budget review process for the County as a whole.

Moved (Bychinski/Wenzel) , to approve the proposed 2010 Sauk County Budget for publication, and to set the time and date for the public hearing on the proposed budget, with

1). total County expenses of $79,542,090;

2.) a levy rate, including special purpose levies, of $4.34 per $1,000.00;

3.) and total levy dollars raised of $28,641,389,

for Tuesday, November, 10, 2009, at 6:00 p.m., West Square Building, 505 Broadway, Rm. #326, Baraboo, Wisconsin, 53913.

Motion carried , with Supervisor Kriegl voicing opposition.

•  Adjournment to a date certain: Motion (Bach/Tollaksen), to adjourn until Tuesday , November 10, 2009 at 6:00 p.m., (the annual meeting date is set by State Statutes on the Tuesday after the second Monday of November in each year for the purpose of transacting business and the adoption of the budget).
