The regular meeting of the Sauk County Law Enforcement Committee was held on Tuesday, December 9, 2008, at 9:30 A.M., in room D102A-Community Room, 1300 Lange Court, Baraboo, Wisconsin.

The meeting was properly posted and all interested parties were notified.

1.Call To Order and Certification of Open Meeting Law:The meeting was called to order and compliance with the Open Meeting Law was certified by Chair Donald Stevens at 09:30 AM.

2.Agenda:Motion by Montgomery, seconded by Tollaksen, to adopt the agenda.Motion carried.

3.Approve Minutes of Previous Meeting(s):Motion by Tollaksen, seconded by Sprecher, to approve the minutes of the regular Law Enforcement Committee meeting held on November 11, 2008.Motion carried.

4.Communications:            Copies of two news releases regarding a death and a drug investigation;

Letter from the Wisconsin Attorney General's Office reference a round table discussion that will be held on December 17, 2008, at the Sauk County Law   Enforcement Center.

5.Public Comment:   No Public Comment.

6.Appearances:No Appearances.

7.Sauk County Animal Shelter Operations Update:

Shelter Director Wendy Schneider sent her monthly report via FAX.She was unable to attend due to the inclement weather.The committee members were provided with copies of her report.

8.Consideration and Possible Action on Resolution 109-08, Authorization to Increase Fees for Open Records Materials by the Sauk County Sheriff:Sauk County Corporation Counsel Alene Kleczak attended the meeting.

Motion by Tollaksen, second by Montgomery, to rescind Resolution 109-08, Authorization to Increase Fees for Open Records Materials by the Sauk County Sheriff.Motion carried.

9.Review and Approval ofNovember, 2008, Bills for Coroner and Sheriff's Department:

Motion by Tollaksen, seconded by Montgomery, to approve payment of the November, 2008, bills for the Coroner in the amount of $6,862.93.Motion carried.

Motion by Montgomery, seconded by Tollaksen, to approve payment of the Sheriff's Department's November, 2008, expenses in the amount of $105,566.12.Motion carried.

10.Consideration and approval of resolution Authorizing The Purchase of VisionAIR Evidence Tracking Module for the Sauk County Sheriff's Department:Steve Pate, of the Sauk County MIS Department attended the meeting.This resolution is a joint resolution between the Sauk County Executive & Legislative Committee and the Sauk County Law Enforcement & Judiciary Committee.

Motion by Montgomery, seconded by Tollaksen, to approve the joint resolutionAuthorizing The Purchase of VisionAIR Evidence Tracking Module for the Sauk County Sheriff's Department   Motion carried.

11.Consideration and approval of resolution Authorizing Reimbursement for Members of the Law Enforcement & Judiciary Committee For Attendance at the Wisconsin Sheriff's & Deputy Sheriff's Association Conference:

Motion by Montgomery, second by Tollaksen, to approve the resolution Authorizing Reimbursement for Members of the Law Enforcement & Judiciary Committee For Attendance at the Wisconsin Sheriff's & Deputy Sheriff's Association Conference.Motion carried.

12.Consideration and approval of resolution Authorization to Purchase 2009 Ford Crown Victoria Replacement Squad Car Under Emergency Procedures and Amend the 2008 Budget for This Purpose:

Motion by Tollaksen, seconded by Sprecher, to approve the purchase of the 2009 Ford Crown Victoria.Motion carried.

13. Update and Discussion on Training Facility:Sheriff Stammen apprised the committee of the status of plans for the training facility at the old landfill site.

14.Jail Report:The report on housing out-of-county inmates was given, along with the report on the electronic monitoring program for November, 2008.

15.Administration Report:There were 113 hours of supervisory overtime in November.Overtime was paid for supervisors working on a holiday, those on the ERT and Dive Team and for investigative purposes.

James Oldenhoff has been hired as a clerk assigned to the Security area and Kelli Kluge has been hired as a jailor.

16.Field Service Report:The Communication Center reporton calls for service was handed out.

There were three fatalities, two in November and one in December, bringing the year-to-date total to 11 for 2008.

17.Adjourn To Date Specified:The next regular meeting was scheduled for Tuesday, January 13, 2008, at 9:30 AM.   

Motion by Tollaksen, seconded by Sprecher, to adjourn the meeting.Motion carried.
