Planning, Zoning and Land Records Committee Minutes

Committee Members Present: Gaalswyk, Lehman, Ashford, Wiese and Lehman

Others Present: Mark Steward, Mary White, Dave Tremble, Lowell Haugen, Bill Wenzel, Jerry Schmidt and Tim Damos.

Chairman Wiese called the meeting to order at approximately 9:00 a.m. and compliance with the open meetings law was noted.

Motion by Ashford, seconded by Gaalswyk to adopt the agenda as presented. Motion carried, 4-0.

Motion by Gaalswyk, seconded by Ashford to approve the minutes from the November 27, 2007 meeting. Motion carried 3-0, with Sprecher abstaining.

Business items: None

Mr. Mark Steward, Planning and Zoning Director, reviewed 2007, Form #1 with the Committee.

The mission statement, short term goals and completion dates were discussed. State ATCP 51

animal siting rules were also discussed.

Mr. Lehman joined the Committee.

The Committee discussed building setbacks in ag. districts. Steward gave the department output statistics. Comprehensive planning payments and invoices were discussed. Lehman requested that Steward contact the Towns of Woodland and Ironton to explain the payment process.

Discussion followed on the "Inside the Fence" project. Distribution of money was discussed. Motion by Gaalswyk, seconded by Ashford to approve a funding contribution of $500.00 and an additional $500.00 to match contributions of other organizations. Motion carried, 5-0.

The Committee reviewed the resolution regarding the Spring Green rezonings. Steward reviewed the process up to this point. No citizens have requested clarification. Rezoning and animal units were discussed. Mr. Schmidt, representing the Town, reported that informational hearings were held and town board approved. Motion by Ashford, seconded by Sprecher to approve the petition to rezone lands in the Town of Spring Green from an agricultural to a single-family residential and resource conservancy-5 zoning district. Motion carried, 3-2, with Gaalswyk and Lehman in opposition. Ordinance will go to the County Board for approval on December 18, 2007.

The Floodplain Ordinance, Chapter 9 was then discussed. Steward noticed a text correction which should read 9.08(4) instead of 9.08(5). Motion by Ashford, seconded by Sprecher to approve Chapter 9 with the noted correction. Motion carried, 5-0.

Motion by Ashford, seconded by Lehman to adjourn. Motion carried, 5-0.
