2. Adopt Agenda. Motion by Sinklair, seconded by Sprecher.
   Motion carried.
3. Adopt Minutes of Previous Meeting. Motion by Sprecher, seconded by Meister.

5. Communications.

   Muchow stated that he has received complaints regarding too much stone in the treated sand spread on the highways.
   No Action.

   Fabco Equipment proposed replacing one CAT 315CL for a total cost of $16,500.00.
   No Action.

6. Department: Parks
   1. Review and Approval of Vouchers. Discussion followed. Motion by Sinklair, seconded by Meister to approve November 2005 bills in the amount of $ 6,705.90 .
   2. Approve Firewood Cutting Permit. Discussion followed. The Committee advised Koenig to investigate the County's liability in the matter with Corporation Counsel and the Safety Risk Manager.
      No Action.
   3. Discuss Park Personnel. Discussion followed. Koenig will gather information regarding the position and bring it back for a future meeting.
      No Action.
   4. Discuss Comprehensive Outdoor Recreation Plan. Discussion followed.
   5. Discuss Strategic Planning. Discussion followed.
   6. Review Fees and Charges.

      Motion by Meister, seconded by Sinklair to raise fine for not possessing a park sticker from $5.00 to $10.00.

   1. Review and Approval of Vouchers. Discussion followed. Motion by Sprecher, seconded by Sinklair to approve November 2005 bills in the amount of $ 266,727.48 .

   2. Review and Approval of Employee Requests for Vacation Carryovers.

      Thomas Gowey - 31 hours Gary Merrell - 137.50 hours

      Gerald VonBehren - 132.5 hours

      Motion by Meister, seconded by Sprecher to approve vacation carryovers.

   5. Appearance by Acting Sauk County Administrative Coordinator Kathy Schauf to Discuss Current Issues for County Departments. Discussion followed. Schauf discussed issues she is working on such as increasing interdepartmental communications.
      No Action.
   6. Appearance by Baraboo City Administrator Edward Geick to Discuss Relocation of Onyx Waste Services Transfer Station to New Site and Proposal of Incinerator Purchase. Discussion followed. City interested in relocating Onyx to Pit Road land. This is the only place the Department has to get rid of stumps. City may purchase incinerator...then Highway may be interested. City will bring more information to next meeting.

   7. Review and Approval of Resolution Creating One Full-time Skilled Laborer Position and Eliminating One Full-time Patrolman Helper Position. Discussion followed.

   9. Discuss Road Salt Price Increase. Discussion followed. Price raised from $45.00 to $50.00/ton.

   10. Discuss 2005 Sauk County Road Construction Projects. Discussion followed. All projects are complete. Construction account is over budget by approximately $950,000.00.
       No Action.
   11. Discuss Possible Uses for Sauk County Owned Land Located at West Baraboo

       Facility. Discussion followed.
       No Action.

   12. Discuss Construction of Salt Shed at Prairie Du Sac Facility. Discussion followed.

       Base is complete. When weather cooperates, they will need approximately 2 weeks of construction to complete.

   13. Discuss 2006 WCHA Winter Conference. Discussion followed. January 23, 24, & 25, 2006 at the Kalahari. Sauk & Columbia Counties are co-hosting the event.
       No Action.
   14. Review and Approval of Replacement of Fifteen 2-way FM Radios. Discussion followed.

       Motion by Sinklair, seconded by Sprecher to approve replacement of fifteen 2-way FM radios.
       Motion carried.

   15. Review and Approval of Garbage and Recycling Bids for 2006. Discussion followed.

       Motion by Meister, seconded by Sinklair to award Onyx Waste Services Midwest, Inc. the bid for Baraboo and Reedsburg facilities and Peterson Sanitation the bid for Prairie Du Sac & Spring Green facilities for Garbage and Recycling Services for 2006.
       Motion carried.

8. Next Meeting. Motion by Meister, seconded by Sprecher to adjourn to the next regularly scheduled meeting set for Wednesday, January 11, 2006 at 8:00 a.m. at the Highway Department office.
