ATTENDANCE:

CALL TO ORDER:

The meeting was called to order by Vice Chair, C. Montgomery at 8:15 a.m. and was certified to be in compliance with the Open Meetings Law.

AGENDA:

Motion by P. Tollaksen, second by T. Bychinski to adopt the agenda.
Motion carried.

MINUTES:

Motion by P. Tollaksen, second by S. Alexander to approve the November 11, 2005, minutes as distributed.
Motion carried.

COMMUNICATIONS:

None.

UNITED PROFESSIONALS, SEIU DIST. 1199 GRIEVANCE:

No members of the bargaining unit appeared to present the grievance.

HUMAN SERVICES:

Human Services Director W. Orth, came before the Committee to discuss the creation of a social worker position outside of the 2006 budget process for the Long Term Support unit. The current social worker position was a project position which had been authorized for eighteen months for the Children's Waiver program to test the viability of the restructure. The program has been extremely successful and has not required the use of tax levy dollars. C. Montgomery, second by S. Alexander to take forward a resolution to the full County Board authorizing the creation of one full-time social worker position outside of the 2006 budget process.
Motion carried.

HIGHWAY DEPARTMENT:

Highway Commissioner Steve Muchow appeared before the Committee to request the elimination of one Patrolman Helper position and the creation of one full-time Skilled Laborer. Muchow explained this is the last position in this classification remaining at the Highway Department. It is currently vacant as a result of retirements and internal postings. None of the current employees expressed an interest in the position. A position of Skilled Laborer does pay .20 cents per hour more however, by contract the Highway Department is required to pay the higher rate when a patrolman helper works in that capacity, so there is little savings seen in having the patrolman's helper position. Motion by P. Tollaksen, second by T. Bychinski to take forward a resolution to the full County Board authorizing the creation of one full-time Skilled Laborer and eliminate one Patrolman's Helper position.
Motion carried.

PUBLIC HEALTH:

The Public Health Department is requesting authorization for the extension of an LTE position for additional three months for the sanitation project. Motion by C. Montgomery, second by P. Tollaksen authorizing a three month extension of the LTE for the sanitation project.
Motion carried.

DEPARTMENTAL UPDATES:

M. Koehler presented a report to the Committee regarding the past month's department activities, including recruitments, unemployment expenses, leaves of absence and EAP utilization.

K. Pope provided the Committee with a report on the activities of the HCC Personnel Office including recruitments, unemployment expenses, and leaves of absence.

Expenditures for the month of December were presented in the amount of $ 1,893.40. Motion by P. Tollaksen, second by C. Montgomery to approve the vouchers and departmental updates as presented.
Motion carried.

NEGOTIATIONS:

T. Miester asked the members of the Personnel Committee to please notify either Koehler or himself of any concerns or directives to be considered for upcoming negotiations. .

Motion by P. Tollaksen , second by T. Bychinski to adjourn until Friday, January 13, 2006, at 8:15 a.m. To hold the next regular business meeting.
