Meeting called to order by Chair Wiese at 9:05 a.m. It was certified that the requirements of the open meeting law have been met. Present were Zowin, Lehman, Wiese, Borleske, Cassity, and Cummings from the Committee; Norgard-FSA; Van Berkel and Pohle-LCD.
Adopt Agenda: Motion by Cassity/Borleske to adopt the amended agenda. Motion carried, all in favor.
Appearances: There were none.
Adopt Minutes of Previous Meeting: Motion by Borleske/Cassity to adopt the minutes of the joint LCC and Planning, Zoning and Land Records Committee meeting on May 12. Motion carried, all in favor. Committee emphasized the need for a definition for agriculture buildings to be established by the Planning, Zoning, and Land Records Committee.
Motion by Cassity/Borleske to adopt the minutes of the regular LCC meeting on May 12. Motion carried, all in favor.
There was discussion regarding Sauk County hosting a multi-flora rose field day. Lehman has not been able to find a location. Cassity suggested the possibility of his property and volunteered to work with Dietmann to attempt to host a field day in 2006.
Training events: There were none.
Bills: Bill summaries were distributed to the Committee members. Motion by Cassity/Borleske to approve bills in the amount of $6,901.62. Motion carried, all in favor.
Correspondence: Van Berkel distributed copies of the latest Thursday Notes.
Reports: Norgard reported that NRCS/FSA have been working on the conservation plans and applications for the last Conservation Reserve Program (CRP) signup. The CRP contracts become effective October 1, 2005. Crop reporting has been keeping the department quite busy. The FSA Committee nominations begin June 15 and must be received by August 1, 2005.
Review and Approval of 2006 Mission, Vision, and Goals: Van Berkel distributed and reviewed the proposed 2006 Mission, Vision, and Goals. Committee discussed the proposal and encouraged the department to put more effort into monitoring water quality as an important tool for use in outcome measures.
Update on Rain Garden Demonstration: Van Berkel updated the Committee on the rain garden demonstration projects being installed in downtown Baraboo. This is a cooperative effort between the Land Conservation Department, UW-Extension, and the City of Baraboo. Cassity noted that the Town of Excelsior is also looking into requiring rain gardens in future developments.
2005 Grant Updates and Use of Additional Revenues: Van Berkel briefed the Committee on the 2005 budget, some additional revenues and some additional needs in 2005 and future adjustments that may be necessary in 2006.
Consider Vilas County Resolution Regarding WLWCA: Southern Area Association Chair Dale Hood forwarded a resolution from Vilas County for consideration by the state Land Conservation Committees. Van Berkel feels that the resolution is divisive. Motion by Cassity/Zowin to respectfully decline signing on to this resolution and that we should be inclusive rather than exclusive. Motion carried, all in favor.
Review and Approval of Farmland Preservation Agreements - Michael & Marjorie Martig, Gary & Susan Johnson: Van Berkel stated that the landowners are in compliance with their conservation requirements. Motion by Zowin/Borleske to approve the FPP agreements for Martig and Johnson. Motion carried, all in favor.
Adopt Resolution for Sale of Property Purchased as Part of White Mound Dam Rehabilitation Project: Van Berkel updated the LCC on the progress regarding the sale of property and the concern of the manure spread on this property. Bob Yanke has incorporated the manure in to the soil and planted the property to corn. He has worked cooperatively with the department to get the matter settled and property transferred. Motion by Zowin/Borleske to approve the resolution to sell the parcel to Yanke. Motion carried, all in favor.
2004 Accomplishment Award: Van Berkel presented a proposal for 2004 employee accomplishment awards for LCD staff. Motion by Cassity/Zowin to authorize up to $700 be spent for employee award recognition for their outstanding 2004 department accomplishment. Motion carried, all in favor.
