Al Dippel called the meeting to order at 8:30 a.m. Certification that the open meeting requirement was met. Motion by Bychinski, second by Fordham to adopt the agenda. Motion carried. Motion by Fordham, second by Wenzel to approve the minutes from previous meetings.

Business Items

Discussion and consideration of refinancing debt.

Paul Patrie, Stifel Nicolaus, described the opportunity to refinance existing debt with lower interest rate debt. Based on current interest rates, savings of around $20,000 per year could be achieved. Motion by Fordham, second by Bychinski to proceed with refinancing so long as the savings incurred exceeds 2.50%.
Motion carried.

Consider resolution Authorizing the Department of Human Services to Create One, Full Time (1.00 FTE) Social Worker, Outside of the 2006 Budget Process.

Bill Orth, Human Services Director, described that the project social worker position was created eighteen months ago to utilize new federal revenue to do children's waiver services. The need continues, and it is estimated that the funding will continue. Motion by Fordham, second by Wenzel to approve the resolution.
Motion carried.

Authorizing the Sauk County Highway Department to Eliminate One, Full-Time Patrolman Helper and Create One, Full-Time Skilled Laborer Position Outside the 2006 Budget Process.

Darin Carignan, Highway Business Manager, described the wish to eliminate a patrolman helper and create a skilled laborer. A skilled laborer position is more versatile, so it would be helpful to change the vacant patrol helper position. Motion by Wenzel, second by Bychinski to approve the resolution.
Motion carried.

Consider resolution(s) to contract for bond counsel and financial advisor / underwriter services.

Withdrawn since bond counsel fees are estimated to be below $10,000.

Update on funding cuts to Child Support.

No further updates at this time. Congress is likely to act before December 20 when they adjourn.

Consider transfer of unused Land Conservation wage and benefit dollars for purchase of dissolved oxygen meter.

Land Conservation has unused wage and benefit dollars that they would like to use for the purchase. Motion by Bychinski, second by Fordham to transfer these dollars for not more than $5,000.
Motion carried.

Discussion of revision to financial policy 5-94, Fund Balance/Retained Earnings, and 10-95, Investments.

The Environmental Resources Committee has asked that these policies be reviewed so that the segregated funds for the landfill are not arbitrarily used for other County projects. The policies should address when fund balance in general may be reallocated to other uses, not just related to the landfill.

Review draft financial policy 1-05, Revenues and Accounts Receivable.

Comments have been received from department heads and incorporated into the draft policy if appropriate. Supervisor Kriegl expressed concern that the draft policy did not provide adequate reporting to the Finance Committee and County Board of bad debts. He also felt there were not adequate mechanisms to trigger warnings that revenues would be falling short. Beghin will poll departments about the amount of bad debt writeoffs they generally have in a year.

Treasurer's Report

Carignan updated the Committee on departmental activities. Creation of tax bills is nearly complete. Investments were reviewed. Motion by Bychinski, second by Fordham, to approve the payment of the Treasurer's invoices in the amount of $1,414.08.

Consider resolution in opposition of Assembly Bill 129/Senate Bill 117.

Carignan explained that the bills would make the second installment payment of property taxes non-delinquent until its due date of July 31, instead of delinquent on January 31 if the first installment is delinquent on January 31. Motion by Wenzel, second by Fordham to approve the resolution.

Accounting Department Report

Beghin updated the Committee on activities of the department for the past month, including upcoming projects and issues. Motion by Fordham, second by Dippel, to approve the payment of Accounting invoices in the amount of $1,136.92 and the county invoices in the amount of $3,319,621.08
Motion carried.

Motion by Bychinski, second by Fordham to adjourn. Next meeting is December 20, 2005 at 5:40 p.m. to approve the county bills and refunding debt resolution. Next regularly scheduled Finance Committee meeting is January 10, 2006 at 8:30 a.m.
