Public Health Board

Also Present: Muhlenbeck, Bodendein, Lally, Piraino, Konkel, Tim Anderson
Meeting was called to order at 6 p.m. By Earl and compliance with the open meeting law was noted.
Moved by Haugen, seconded by Schlender to adopt the agenda with no additions.
Motion carried.
Moved by Midthun, seconded by Clement to approve the minutes of the November 12, 2003 meeting.
Motion carried.
COMMUNICATIONS:
There were no communications
BUSINESS ITEMS:
Muhlenbeck asked the Board to approve not contracting with WIPFLI LLP to provide Home Care Cost Report. The reasons being: Costly - between $2,400 and $2,500
Too many errors in cost report for last two years.
Moved by Haugen, seconded by Clement to purchase software from Health Financial Systems thus allowing the Health Departments financial staff will do cost report. Cost of software will be $400 to purchase and annual fees of $250.
Motion carried.
DEPARTMENT UPDATES:
- Moved by White, seconded by Haugen to add the monthly and year end reports to the minutes of the meeting.
Motion carried.
- Moved by Clement, seconded by Schlender to approve the November vouchers totaling $13,209.20. Motion carried. Moved by White, seconded by Haugen to approve the December vouchers totaling $87,210.71.
Motion carried.
- Appearance by Tim Anderson, Watertown/Jefferson County Sanitarian. Mr. Anderson explained program and the advantages and disadvantages of becoming Agents of the State for Hotel and Restaurant inspections. Anderson is to send to Muhlenbeck his annual budget. Their program only raised license fees 10% when they took over the program and the program has more than paid for itself.
- Moved by Midthun, seconded by Kriegl to approve the WIC "Hemoglobin and Lead Screening Program"

- Moved by Clement, seconded by Kriegl to approve the Sauk County Health Departments "Infection Control Policy and Procedure".
Motion carried.
- Moved by Haugen, seconded by Kriegl to approve the Mutual Aid Agreement (MAA) for Bioterrorism with the 5 counties (Adams, Columbia, Juneau, Marquette and Sauk) when the 5 Corporation Counsels from each of the Counties agree on the MAA document.
Motion carried. Resolution will go to each County Board when MAA document is completed.
- Lally informed the Board that the Department will be receiving a moisture meter from the Division of Health. This will enable him to test for moisture in individual housing.
- Haugen handed on documents that he received from his various meetings. Haugen also reported on his WALHDAB meetings.
Next Board of Health meeting is set for February, 11, 2004 at 6 p.m.
