REGULAR MEETING (#326-B)

ATTENDANCE: Members present: T. Meister, C. Montgomery, J. Stoeckmann,, A. Lombard. S. Alexander

CALL TO ORDER: The meeting was called to order by T. Meister at 1:03 p.m. and was certified to be in compliance with the Open Meetings Law.

AGENDA: Motion by C. Montgomery, second by S. Alexander, to adopt the amended agenda.
Motion carried.

MINUTES: Motion by C. Montgomery, second by S. Alexander, to approve the December 2003, minutes of the Personnel Committee as mailed. Motion carried.

COMMUNICATIONS: M. Koehler announced there were no communications.

Discussion and Possible resolution to Reinstate the personnel department receptionist position: M. Koehler informed the Committee it was at the request of the County Board Chairperson that this item had been placed on the agenda. A draft resolution was presented to the Committee which had been authored by County Board Supervisor T. Kriegl. Alternatives such as volunteers or W-2 workers to provide coverage at the reception/information desk were discussed. Information regarding the automated telephone system and other counties procedures were presented. It was explained that the action to eliminate the position was being revisited as a result of concerns for the overall benefit and need of the position. Motion by C. Montgomery, second by J. Stoeckmann to reinstate the position. Motion by S. Alexander, second by C. Montgomery to amend the original motion to read: Motion to reinstate the Receptionist position at one half of a full time equivalent.
Motion carried.

POSSIBLE RATIFICATION OF A SUCCESSOR CONTRACT WITH WPPA/LEER REPRESENTING MEMBERS OF THE SAUK COUNTY SHERIFF'S DEPARTMENT:

M. Koehler presented the tentative agreements reached by the Negotiating Committee and representatives of the WPPA/LEER to the Personnel Committee. Motion by S. Alexander, second by J. Stoeckmann to present a resolution to the County Board of Supervisors ratifying the tentative agreements reached by the Negotiating Committee.
Motion carried.

HUMAN SERVICES: A request to discuss the viability and ramifications of the temporary telecommuting policy was heard. Human Services Director K. Cady, MIS Director S. Pate, Administrative Coordinator G. Wiegand each spoke to the benefits and the drawbacks of provided the certain employees within the Human Services Department the opportunity to telecommute. Issues noted were liability, workers compensation, confidentiality, cost, and tracking of work hours. No action was taken.

DEPARTMENTAL UPDATES: M. Koehler provided the Committee with a report regarding the past month's activities in the Personnel Department.

M. Koehler provided the Committee with a draft resolution in support of Assembly Bills 598 and 599 Reforming the Municipal Employment Relations. Motion by C. Montgomery, second A. Lombard to present the resolution as presented to the full County Board for action.
Motion Carried.

K. Pope presented a report of the Personnel activities for the past month at the Health Care Center. J. Stoeckmann requested a review of overtime costs for the Health Care Center broken down by registered nurses, licensed practical nurses and certified nursing assistants. Ms. Pope stated she would be happy to get the information.

M. Koehler spoke to the Committee expressing concern to suggested revisions to the Sauk County Code of Ordinances Chapter 35, pertaining to the authority of the Administrative Coordinator position having the authority to hire and terminate Department heads, as well as the impact said revisions would then require to the Sauk County Code of Ordinances Chapter 13.

Motion by S. Alexander, second by J. Stoeckmann to approve the payment of vouchers for the amount of $ 959.00.
Motion carried.

Motion by J. Stoeckmann, second by S. Alexander to adjourn the meeting until the 1:30 p.m., February 13, 2004.
Motion carried.
