Call to Order and Certification of Open Meeting Law: John Earl called meeting to order and certified compliance with open meeting law.

Adopt Agenda:
Sue Hebel requested addition to agenda for introduction of guests. Harold Janechek moved and Bert Vaillancourt seconded to accept agenda with additions. Motion passed. New members and guests were introduced, including new Director of Sauk County Department of Human Services, William Orth, and the lead worker for the CAP/Childrens Unit, Bridgitte Bodette.

Approval of May 19, 2004 Meeting Minutes:
Bert Vaillancourt made motion to accept minutes of 05/19/04. Harold Janechek seconded.
Motion carried.

Review Revised Policy on Use of Relocation/Life Lease Funding for CBRF Care:
Gina Thill presented final draft of policy exempting COP/Waiver funds used for the relocation slots from the 35% CBRF cap. Motion to accept by Harold Janechek, seconded by Betty Irwin,
unanimous approval.

Bridgitte Bodette, Lead Worker, Children's Waiver Program:
Bridgitte Bodette, Lead Worker for CAP/Childrens Unit discussed the B-3, Family Support, and Children's Waiver Programs. She explained how children are referred to programs and the types of services. She reports that many families served are Hispanic and it has been challenging to obtain interpretation services. In 2003, 73 children were served. In 2004, we have served 73 children already year-to-date.

Family Support Program is a small State program. Twenty-nine children are currently being served in the Family Support Program. Twenty-five are on the waiting list. Children's Long Term Support Waiver is now being administered by Sauk County and provides services to children with autism, physical and developmental disabilities, and children with severe emotional

disabilities. Currently, nine children with autism are being served and the program will also be accepting referrals from the Child Protection Units on children with severe emotional disabilities.

Policy Revision: "No Direct Payments":
Sue Hebel presented COP policy on "No Direct Payments". In reviewing the policy, it was noted that the language is confusing. Given the many questions that are raised related to this issue, the agency requests that the policy be re-looked at and revised. Motion by Harold Janechek to table decision until Corporation Counsel reviews and approves. Seconded by Bert Vaillancourt.
Motion carried.

Information on "All You Can Learn" Long Term Support Training:
Gina Thill provided information to LTSPC about the COP statewide training that is available at the Kalahari Resort in Wisconsin Dells, October 18-20, 2004. There are many workshops offered that may be educational to committee members.

Set Date for LTSPC Training:
Wednesday, October 6, 2004, 9:00 AM - 12:00 Noon, Gina Thill is arranging training by Judy Zitske, who works for State of Wisconsin, Bureau of Aging and Long Term Care Programs. Judy will talk about the COP Program.

Committee Membership:
Gina Thill discussed committee membership and changes to be made through the by-laws. Gina reports that we still need representatives from the Alzheimer and Chemically Dependent target groups.

Next Meeting: October 6, 2004, 9 AM - 12 Noon, COP Program Training. The next regular meeting is scheduled for Wednesday, December 1, 2004 at 1:00 p.m. This will be the final meeting of 2004.

Adjournment: Harold Janechek moved to adjourn meeting. Bert Vaillancourt seconded motion; motion carried unanimously.
