Communications Infrastructure Committee Meeting Minutes

  1. Meeting called to order by Chair Bychinski at 8:15a.m. Certification of compliance with Open Meeting Law was met.
  2. Adopt agenda: Motion by Hartje, second by Sinklair to adopt agenda. Carried.
  3. Adopt minutes: Motion by Sinklair, second by Hartje to approve minutes of last meeting. Carried.
  4. Communications: Several communications were noted as received and are attached to these minutes. Tim Zumm provided a few items and asked for input. It was noted by Sinklair that some of the items included in Zumm's materials were not useful. Supervisor Gaalswyk advised the committee that the 10 tower solution seems to be a reasonably priced compromise, compared to the 9 tower solution.
  5. Business Items:
    1. Update on Fiber Optics: Reedsburg to Delton duct installation nearly completed, will begin working on fiber installation. Should be completed by December 17th date. Also working on some duct installation Delton to Baraboo.

      Courthouse: Still working with Engineers. Have beent talking with Terra Consulting but also trying to contact A&O, who we have used for structural engineering in the past.

      Hemlock: Just waiting to get fiber connected. No contract received yet from DAve Lull, Lavalle Telephone.

      Lake Delton: FAA & FCC approvals done. Joe Daniel's Construction working on foundation, expect to pour concrete tomorrow (Thursday, December 2nd.) Tower most likely to be upa by the end of the month. Working with Trachte to get Communications Shelter completed.

      Hillpoint: Nothing back from DNR. Todd has not connected with the DNR Contact. Spoke with Property owner in that area and have looked at a few possible sites. All sites would work, one in particular would require us to buy part of a salvage yard which could be an issue. Cannot proceed on this site until Spring Green is settled.

      Sauk City: Lease/Purchase is signed and survey completed. Working on final detais with As-Built to get the construction started. Hoping to have this tower up by the end of December as well.

      Merrimac: Chad Hendee working on property condemnation process, waiting for that process to be completed. No hurry as this construction will not begin until Spring. Will have a temporary paging solution in place within the next week or so.

      Spring Green: Moved by Hartje, second by Sinklair to move to closed session. Roll Call vote: Sinklair - yes. Hartje - yes, Bychinkski - yes. Carried.

      Commitee reconvened in open session. Discussion on the resolution of necessity to purchase property in the Township of Spring Green. Moved by Hartje, 2nd by Sinklair to approve resolution. Carried.

      Resolution to Change Chapter 23 of the Sauk County Code of Ordinances. Move by Sinklair, second by Hartje to discuss this change. Discussion followed. Tim Stieve noted that there seems to be a misunderstanding on what this is about. Tim noted what is being changed is that the County would not need to go before the Board of Adjustments (BOA) for approval but would still follow the requirements of the Ordinance as it relates to towers. It was noted by Todd Liebman that the BOA is a subordinate board to the County Board, appointed by the County Board and that they do not have the authority to overrule the County Board decisions. It was decided that Todd would clarify the language change to state that the County would follow the ordinance with the exception that there would not be a need to go before the BOA. This will be addressed at the January meeting.
