Communications Infrastructure Committee Meeting Minutes
DATE: September 1 , 2004
Members Present: Tommy Lee Bychinski, Virgil Hartje, Donald Stevens, & Robert Sinklair, Charlie Montgomery.
Others Present: Attendance sheet is attached to the original minutes in County Clerk's office.
- Meeting called to order by Chair Bychinski at 8:31 a.m. Certification of compliance with Open Meeting Law was met.
- Adopt agenda: Motion by Montgomery, second by Hartje to adopt agenda. Carried.
- Adopt minutes: Motion by Hartje, second by Stevens to approve minutes of last meeting. Carried.
- Communications: Committee Chair Bychinski indicated that if anyone wished to talk they need to fill out a form and submit it to the Chair. Chair Bychinski noted that comments would be limited to two minutes per speaker. The Public Comment Registration Forms from the 21 people who spoke at the meeting are attached to the original minutes on file in the County Clerks office. In summation, the comments were split between those opposed, those in favor and those who urged the committee to check out all potential sites.
- Business Items:
- Update on Spring Green Site: Chair Bychinski allowed Mark Cupp, Executive Director of the Lower Wisconsin State Riverway Board (LWSRB) five (5) minutes to present his additional information to the Committee. Tim Stieve and Phil Raab gave a presentation showing the numerous sites studied in the Spring Green area as well as the coverage maps of the single tower versus two towers, presented the Committee with a budget cost comparison of two towers versus one and presented professionally engineered photos showing what the tower would truly look like from the river.
- Hemlock: Just waiting to complete the fiber connection.
- Courthouse: Working on getting the proper engineering to remove lower section.
- Sauk City: Tim noted issues on this site would need to be discussed in close session.
- Lake Delton: Received Township of Delton approval for a tower moving forward with construction and found out we did not need to obtain Board of Adjustment approval as previously thought. Working on bidding.
- Hillpoint: Still waiting for a response from the State DNR. Tim called the DNR contact and he was going to get back to Tim.
- Merrimac: Looking at some property next to the Water Tower in the Village of Merrimac.
- Fiber Optics: Working on bids for all the direct purchase items. Hope to have them in time for County Board meeting. Awaiting permits to get Reedsburg piece started.
- Moved by Montgomery, second by Hartje to move into closed session. Roll Call vote taken with all members voting aye. Move to closed session. Move by Montgomery, second by Hartje to move out of closed session. Carried. Move by Hartje, second by Stevens that Tim & Phil check into some additional tower site locations. Motion Carried. It was noted that we are not abandoning the Old O Site.
- Next Meeting -Next regular meeting to be October 6th, 2004 @ 8:15 am at the EOC Meeting Rm. in Sauk County Courthouse.
