Arts, Humanities, and Historic Preservation Meeting Minutes


The regular meeting of the Sauk County Arts, Humanities and Historic Preservation Committee was called to order and certification of Open Meeting compliance was given at 4:00 p.m. by Art Carlson.

Members present: Arthur Carlson, Rose White, Judy Ashford, Henry Netzinger, Carol Sorg, Lola Huber, Peter Tollaksen

Others present: Kathy Schauf, Peter Shrake, Shari Sarazin, Lance Gurney, Jenny Erickson

The agenda was approved on a motion by Ashford, second by Tollaksen, and an unanimous vote of the Committee. The minutes of the prior meeting were approved on a motion by Tollaksen, second by White, and an unanimous vote of the Committee.

Business Items: (These items were moved up on the agenda to facilitate presenters schedules.)

Discussion ensued over the proposal to conduct a survey of historic properties within Sauk County. L. Gurney provided information on the role that Comprehensive Town plans have played in collecting relevant data. Indicated that in 2007 funds would be available to creating the county-wide plan, part of which includes identifying historic structures, and resources. Strategies, etc. were discussed, including investigating partnerships with agencies such as UW Baraboo-Sauk County and UW Extension. Information collected would feed into the Comprehensive plan and prepare the groundwork for an intensive survey. It would also eventually be the platform from which historic preservation awareness initiatives could be developed. P. Shrake will continue to investigate methodology and report at the next meeting.

Consideration was given to the project proposed by S. Sarazin regarding the preparation of music for choirs and bands for the official state ballad.
Motion by Ashford, second by Tollaksen to make an initial payment of $3,500, with a corresponding payment in 2005 for the balance of the $4,250 project, after project completion is validated with a completed final report detailing use of funds

Public Appearances/ Public Comment- None

Communications

Blue Lake Performing Arts organization was contacted regarding Sauk Counties participation in the summer cultural exchange program. Sponsors create a committee to develop needed housing and a performance venue for groups. We will be notified in the early spring of 2005 if there is an opening in the program.

Consideration was given to a request by the Courthouse Subcommittee for funds to supplement ongoing initiatives. A tentative budget was distributed for consideration which detailed performance events, publications, and long standing displays that will highlight the importance of historic preservation and history.
Motion by Tollaksen, second by Netzinger, to approve the request for $5,000 for the projects associated with the courthouse celebration.

Updates:

Artist Registry - No new applications to consider.

County Courthouse - The subcommittee reported on current events being planned.

Motion by Tollaksen, second by Netzinger to approve the payment of vouchers in the amount of $73.46. Motion carried.

Meeting adjourned on a motion by Netzinger, seconded by Tollaksen, with an unanimous committee vote. Next meeting date was set for 4:00 p.m. On January 14, 2005, in room 213 of the West Square Building.
