Resolution No. 156-03 Authorizing Contracting with Keefe & Associates to Conduct Analysis and Assessment of Sauk County Health Care Center. Motion (Bychinski/Carlson). Discussion regarding inclusions in analysis and assessment study; clarifying the Health Care Center Committee members unanimously approved this resolution to forward to the full Board; use of Contingency Fund; and question of receipt of a report on personnel issues at the Health Care Center.

Motion (Kriegl/Stoeckmann), to add: "Be it further resolved that any major proposal requiring a substantial capital investment include as projection of daily cost per bed and patient analysis, and a staff/patient ratio analysis." Resolution No. 168-03 Authorizing Purchase of a Clear Span Bridge at Redstone County Park. Motion (Sprecher/Netzinger). Supervisor Hartje clarified placement of bridge is a safety factor, which will be used for snowmobile and foot traffic. Supervisor Stevens stated bridge is funded by the snowmobile expense account, and grant funds. Resolution No. 169-03 Adopting Fees and Charges for the Sauk County Parks Department. Motion (Stevens/Dippel). Discussion clarified increased revenue is included in the 2004 budget, and increase is for admission fees only. Steve Koenig, Parks & Recreation Director, noted the parks used most are White Mound and Redstone. Resolution No. 170-03 Creating the Full-time Position of Airport Manager and Accepting an Intergovernmental Agreement Between Iowa, Richland and Sauk Counties Regarding the Employee Status of the Tri-County Airport Manager. Motion (Meister/Schmitz). Chad Hendee, Acting Corporation Counsel: start date for this position is 01/01/04, with agreement by all three counties. Discussion regarding funding, and airport use.
